Terms of use

In force from 27.08.2026

1. General provisions

These Terms govern the use of the website allreports.tools and all of its subdomains (the Site), owned and operated by PAR SOFT, INC., a Delaware corporation, trading as AllReports (the Provider, “we”). They are a public document and apply to every visitor, whether or not an account has been created.

By using the Site you confirm that you have read these Terms, understand them and agree to be bound by them. If you disagree with any provision, stop using the Site.

These Terms operate alongside the Privacy Policy, the Cookie Policy, the Payment and Refund Terms and the Public Offer. Where the Terms and the Public Offer differ on the supply of paid services, the Offer prevails.

1.1. Restricted jurisdictions

The Provider does not offer, sell or deliver its services to, from or within Cuba, Iran, North Korea, Syria, or the Crimea, Donetsk and Luhansk regions, and does not accept Users located in, ordinarily resident in, or acting on behalf of any person or entity in those jurisdictions. The Provider does not source, inspect, broker or transact in goods originating from those jurisdictions. Requests that fall within this clause are declined and any payment received is refunded in full.

2. Definitions

  • Site — the website allreports.tools, its pages, applications and programming interfaces.
  • User — a natural or legal person who uses the Site.
  • Customer — a User who has placed a request for a service.
  • Account — a User’s personal area on the Site, protected by a password.
  • Request — an order placed on the Site setting out search criteria or a specific vehicle.
  • Report — the document produced after a vehicle inspection and delivered to the Customer.
  • Listing — a vehicle-for-sale publication on the Ukrainian market, obtained from open sources.
  • Lot — a vehicle offered at a United States car auction.

3. Scope of services

The Provider supplies information and advisory services for sourcing, checking and inspecting vehicles sold on the Ukrainian used market and at United States car auctions.

  • Searching for vehicles against the Customer’s criteria among available listings and lots.
  • A specialist visit and a first-hand inspection of the vehicle.
  • Paint thickness measurement at the stated points.
  • A VIN history check against available sources.
  • A report carrying the specialist’s conclusion and an estimate of fair value.
  • Any further work agreed in a separate brief.

The Provider does not sell vehicles, is not a party to any purchase agreement between the Customer and a seller, does not accept payment for a vehicle, and does not bid at auction on the Customer’s behalf unless expressly agreed in a separate contract.

4. The report is information, not a guarantee

A report records a specialist’s findings at the time of inspection. It is advisory. It is not a warranty of the vehicle’s condition, not an expert opinion within the meaning of procedural law, not a valuation within the meaning of Ukrainian valuation legislation, and it does not replace diagnostics at a service station.

The decision to buy is the Customer’s alone, and the Customer carries full responsibility for it. The Provider is not answerable for the financial outcome of that decision.

Listing and lot data come from external sources. The Provider passes them through unchanged and does not warrant their completeness, accuracy or currency. Price, mileage, specification and availability may be changed by the seller or the auction at any moment.

5. Accounts

Some functions require registration. On registering, the User undertakes to supply accurate details and to keep them current.

  • One User holds one account. Creating multiple accounts to work around limits is prohibited.
  • The User keeps the password confidential and is responsible for everything done under the account.
  • The User must notify the Provider immediately of any known unauthorised access.
  • The Provider may suspend an account where there is reasonable suspicion of compromise or breach of these Terms.

Registration is open to persons aged 18 or over with full legal capacity. The Site is not intended for children.

6. Prohibited conduct

The User must not:

  • Disrupt the Site, place excessive load on it, or harvest data automatically (scraping) without the Provider’s written consent.
  • Circumvent technical restrictions or attempt unauthorised access to other accounts or to staff areas.
  • Use the Site for anything prohibited by the law of Ukraine or by the law of the User’s own country.
  • Impersonate another person or supply knowingly false information.
  • Reproduce, distribute or resell Site materials and reports without the Provider’s written consent.
  • Use a report to mislead a third party.

7. Intellectual property

The Site, its source code, design, texts, images and the AllReports name and logo are protected intellectual property belonging to the Provider or lawfully used by it.

The Customer may use a delivered report for their own purposes connected with deciding whether to buy a vehicle. Passing the report to third parties for commercial use, or publishing it in whole or in part, requires the Provider’s written consent.

Vehicle photographs in listings and lots belong to their rights holders and are shown for reference only.

8. Limitation of liability

The Site is provided “as is”. The Provider makes reasonable efforts to keep it running but does not warrant that it will be free of faults, errors or interruptions, including those caused by third parties, connectivity failures or data suppliers.

The Provider’s liability for a paid service supplied improperly is limited to the amount the Customer actually paid for that service. The Provider is not liable for lost profit or indirect loss.

These limits do not apply to the Provider’s wilful misconduct or gross negligence, nor where limiting liability is prohibited by law.

9. Suspension and termination

The Provider may suspend or terminate access where the User breaches these Terms, abuses the services, attempts to avoid payment, or acts to the detriment of the Provider or other Users.

The User may stop using the Site at any time and may request deletion of the account as described in the Privacy Policy.

10. Changes to these Terms

The Provider may amend these Terms. A new edition takes effect when published on this page unless a later date is stated in it. The edition date appears at the top of the document.

Material changes affecting the scope of services, pricing or the processing of personal data are notified to registered Users by email at least 10 calendar days before they take effect. Continuing to use the Site after that date constitutes acceptance.

11. Governing law and disputes

The relationship between the Provider and the User is governed by the law of Ukraine.

The parties will attempt to settle disputes by negotiation. A pre-action complaint is sent to hello@allreports.ua and is considered within 30 calendar days. Failing agreement, the dispute is resolved by the court having jurisdiction under Ukrainian law.

Where the User is a consumer resident in a state whose law affords them mandatory protection, nothing here deprives them of that protection.

12. Final provisions

If any provision of these Terms is held invalid, the remaining provisions stay in force.

Questions about these Terms go to hello@allreports.ua.

Public offer

In force from 27.08.2026

1. General provisions

This document is the official public proposal (offer) of PAR SOFT, INC., a Delaware corporation, trading as AllReports (the Provider) to enter into a service agreement on the terms set out below. It is addressed to an indefinite group of persons.

The agreement is treated as concluded in writing from the moment the Customer accepts the offer and carries the same legal force as an agreement signed by the parties.

2. Subject matter

The Provider undertakes to supply information and advisory services for sourcing, checking and inspecting vehicles, in the scope set by the chosen plan; the Customer undertakes to accept and pay for them.

The content, scope and price of each plan are published on the Site under “Pricing” and form an integral part of this agreement.

3. Acceptance

The offer is accepted by any of the following acts:

  • Placing a request on the Site and ticking the box confirming agreement with the offer.
  • Paying an issued invoice in full or in part.
  • Topping up the account balance on the Site.

By accepting, the Customer confirms having read the offer, the Terms of use, the Privacy Policy and the Payment and Refund Terms, and accepts them in full and without reservation.

4. Price and settlement

The price is set by the plan in force when the request is placed and stated on the invoice. The settlement currency is the United States dollar (USD). Hryvnia amounts are shown for reference at the National Bank of Ukraine rate on the invoice date and may differ from the amount actually charged.

Services are paid for in advance unless the parties agree otherwise in writing. Work begins once funds are received.

The Customer’s payment obligation is discharged when funds reach the Provider’s account or the payment provider confirms the payment. Bank and payment system fees are borne by the Customer.

Payment, refunds and the account balance are set out in detail in the Payment and Refund Terms.

5. Delivery and timing

The delivery period runs in business days from the day after payment is received and depends on the chosen plan, the search area and the vehicle’s availability for inspection.

The period is extended for the duration of circumstances outside the Provider’s control: a seller refusing an inspection, the vehicle being unavailable, a change in auction conditions, failures at external data sources, or weather that makes inspection impossible. The Provider informs the Customer of any extension.

The result is delivered as a report in the Customer’s account and, where applicable, as a PDF file.

6. Acceptance of the work

The service is treated as properly supplied and accepted if the Customer raises no reasoned written objection within 5 (five) calendar days of the report being delivered.

Objections go to hello@allreports.ua, quoting the request number and the substance of the complaint. The Provider considers them within 10 business days and, where they are well founded, remedies the shortcoming or refunds in accordance with the Payment and Refund Terms.

7. The Provider’s rights and obligations

The Provider undertakes to:

  • Supply the services in the scope and within the period set by the plan.
  • Keep information received from the Customer confidential.
  • Keep the Customer informed of progress.
  • Retain the report in the Customer’s account for at least 12 months from delivery.

The Provider may:

  • Engage third parties, remaining answerable to the Customer for the result.
  • Decline to supply a service and refund payment where performance is impossible for reasons outside the Provider’s control.
  • Refuse to serve a Customer who breaches the Terms of use.

8. The Customer’s rights and obligations

The Customer undertakes to:

  • Supply accurate and complete information needed to carry out the request.
  • Pay for the services on time.
  • Not pass the report to third parties for commercial use without the Provider’s consent.

The Customer may:

  • Ask for information on the progress of the request.
  • Withdraw from the agreement as provided in the Payment and Refund Terms.
  • Raise objections about the quality of the services supplied.

9. Liability

The parties are liable for failure to perform under the law of Ukraine, subject to the limits set out in section 8 of the Terms of use.

The Provider is not answerable for the Customer’s decision to buy, for the acts of a seller or an auction, for the vehicle’s condition after the inspection, or for a change in price or withdrawal of the vehicle from sale.

10. Force majeure

Neither party is liable for failure to perform caused by force majeure: hostilities, armed aggression, a state of emergency or martial law, natural disaster, epidemic, acts of public authorities, or large-scale failures of communications or power supply.

The affected party notifies the other within 10 calendar days. If the circumstances last more than 60 calendar days, either party may terminate the agreement, with any unearned prepayment refunded.

11. Personal data

By accepting the offer, the Customer consents to the processing of their personal data on the terms of the Privacy Policy and confirms having been informed of their rights under the Law of Ukraine “On Personal Data Protection”.

12. Term and amendment

The offer takes effect on publication and remains open until withdrawn or replaced by a new edition. An agreement concluded on its basis remains in force until both parties have performed in full.

Amendments do not affect agreements concluded before the new edition took effect.

Privacy policy

In force from 27.08.2026

1. About this document

This Policy explains what personal data we collect, why, on what legal basis, who we share it with, how long we keep it and what rights you have. The data controller is PAR SOFT, INC., a Delaware corporation, trading as AllReports.

The Policy is written with reference to the Law of Ukraine “On Personal Data Protection” and to the General Data Protection Regulation (GDPR, Regulation (EU) 2016/679) where it applies.

For anything concerning personal data, write to hello@allreports.ua with the subject line “Personal data”.

2. What we collect

Data you give us yourself:

  • Name, email address, phone number and city — at registration and when placing a request.
  • Password — stored only as a cryptographic hash (argon2id); we neither know nor can recover your password.
  • Vehicle search criteria: make, model, year, budget, mileage, region, fuel type, transmission.
  • The content of support enquiries and correspondence with us.
  • Interface language, display currency, notification settings.

Data collected automatically:

  • IP address — used to determine your country, to guard against abuse, and to record actions in your account.
  • Browser type and version, operating system, screen resolution, browser language.
  • Date, time and pages visited, and the referring source.
  • Cookie identifiers — listed in the Cookie Policy.
  • Sign-in attempts: the identifier entered and the IP address — to guard against password guessing.
  • Account activity log: what was changed and when, from which IP address and browser.

Payment data:

  • Amount, currency, purpose, date, payment status, invoice number.
  • The last four digits of the card and its type, as supplied by the payment provider.
  • The payment session identifier at the provider.

We neither receive nor store the full card number, its expiry date or the CVV. You enter these on the payment provider’s side and they never reach us.

We do not deliberately collect special category data: health, religious or political beliefs, ethnic origin, or biometric data. Please do not send such data in your enquiries.

3. Why we process data

Registration and sign-inCreating and protecting your account
Carrying out requestsSourcing, inspection, producing and delivering the report
PaymentIssuing invoices, accepting payments, making refunds
CorrespondenceAnswering enquiries, support
NotificationsTelling you about request status and saved searches
SecurityPreventing fraud, password guessing and abuse
AnalyticsUnderstanding how the Site is used and improving it
MarketingMeasuring advertising performance — with your consent only
Legal complianceAccounting and tax records, responding to lawful requests

4. Legal bases

  • Performance of a contract — data needed to deliver the service you paid for.
  • Consent — analytics, marketing tools, newsletters. Consent may be withdrawn at any time; withdrawal does not affect the lawfulness of processing before it.
  • Legitimate interest — protecting the Site against abuse, keeping accounts secure, maintaining the activity log.
  • Legal obligation — retaining accounting and tax records.

5. Who we share data with

We do not sell personal data and do not pass it to third parties for their own marketing. Data goes only to the service providers without which the Site cannot function, and only to the extent a particular function requires. Each acts on our instructions and is obliged to protect the data.

Stripe Payments Europe, Ltd. (Ireland) and Stripe, Inc. (USA)Accepting payments: amount, currency, purpose, payer’s email address
Cloudflare, Inc. (USA)Attack protection and page delivery: IP address, request headers
IP-API (pro.ip-api.com)Determining a visitor’s country from the IP address to choose language and market
Google Ireland Limited — Google AnalyticsAggregated visit statistics; with your consent only
Meta Platforms Ireland Limited — Facebook PixelMeasuring advertising performance; with your consent only
Email service providerSending service messages: address and message content

Beyond these providers, data may be disclosed to public authorities — solely on a properly issued legal request. We will tell you about such a request unless the law forbids it.

Everything else — accounts, requests, reports, payment history, uploaded files — is held on our own server, under our control. We do not place the database with a third-party cloud service.

6. Transfers outside Ukraine

Some of the providers listed above are located outside Ukraine and the European Economic Area, notably in the United States. Such transfers rely on the European Commission’s standard contractual clauses or another safeguard permitted by law.

The volume transferred is limited to what is technically necessary: payment details to the payment provider, an IP address to the country-lookup service, and aggregated page-view information to analytics services.

7. How long we keep data

AccountWhile it exists, plus 30 days after a deletion request
Requests and reportsAt least 12 months from delivery of the service
Payment records1095 days (3 years) — a tax accounting requirement
Account activity log12 months
Sign-in attempt records24 hours
Support correspondence12 months from closure of the enquiry
CookiesLifetimes are set out in the Cookie Policy

Once the period ends, data is deleted or anonymised so that it can no longer be linked to an individual.

8. Your rights

In relation to your personal data you have the right to:

  • Know whether your data is being processed and obtain a copy of it.
  • Have inaccurate or incomplete data corrected.
  • Have data erased where there is no basis for continuing to process it.
  • Have processing restricted while an objection of yours is examined.
  • Object to processing based on legitimate interest and to marketing communications.
  • Receive your data in a machine-readable format and transfer it to another controller.
  • Withdraw consent — to analytics, marketing or newsletters — at any time.
  • Lodge a complaint with the Ukrainian Parliament Commissioner for Human Rights or with the supervisory authority of your country of residence.

To exercise a right, send a request to hello@allreports.ua from the address registered on your account. We reply within 30 calendar days. Where a request is complex the period may be extended by a further 30 days, and we will tell you separately.

Some rights you can exercise yourself: your name, phone number and city, your notification settings and your password can all be changed under “Profile” in your account.

9. Automated decisions

We do not take decisions about you with legal effect based solely on automated processing, and we do not profile you to assess creditworthiness or trustworthiness.

Only supporting mechanisms run automatically: matching listings to your criteria, determining your country from your IP address to choose the interface language, and limiting the number of sign-in attempts.

10. How we protect data

  • The connection to the Site is protected by HTTPS.
  • Passwords are stored as argon2id hashes and cannot be recovered.
  • Only authorised staff can reach the database, and every action is recorded in a log.
  • The number of sign-in attempts is limited to guard against password guessing.
  • Payment and report pages are protected by random, unguessable addresses.
  • Backups are held on our own hardware.

No method of transmitting data over a network is absolutely secure. In the event of a breach posing a high risk to your rights, we will notify you and the competent authority within the time limits set by law.

11. Children’s data

The Site is not intended for anyone under 18 and we do not knowingly collect their data. If you learn that a child has given us their data, tell us and we will delete it.

12. Changes to this Policy

We may amend this Policy. The current edition is always available on this page, with the date at the top of the document. Registered Users are notified of material changes by email.

Cookies

In force from 27.08.2026

1. What cookies are

Cookies are small text files a site stores in your browser. They let it remember your language choice, keep you signed in as you move between pages, and understand how the Site is used.

Alongside cookies we use related browser technologies: local storage (localStorage), session storage (sessionStorage) and the cache. Everything written below about cookies applies to them as well.

2. Our own cookies

These are set by the Site itself. Without them it will not work properly, so they do not require consent.

NEXT_LOCALEYour chosen interface language. Kept for 365 days
AR_COUNTRYYour country as determined from your IP address, so the lookup service is not queried on every page. Kept for 365 days
authjs.session-tokenConfirms you are signed in. Removed when you sign out
authjs.csrf-tokenProtects forms against cross-site request forgery. Lasts for the session
authjs.callback-urlThe page to return you to after signing in. Lasts for the session

3. Third-party cookies

These are set by outside services. Analytics and marketing cookies are set only after you consent; technical ones are needed for payment and protection.

Google Analytics (_ga, _ga_*, _gid)Aggregated visit statistics: how many people come and which pages they use. Up to 24 months
Facebook Pixel (_fbp, fr)Measuring the performance of Meta advertising. Up to 90 days
Stripe (__stripe_mid, __stripe_sid)Fraud protection on the payment page. Up to 12 months
Cloudflare (__cf_bm, cf_clearance)Distinguishes a person from an automated request and guards against attacks. Up to 30 minutes and up to 12 months respectively

These services have their own privacy policies, which operate independently of ours. We do not control their cookies and have no access to the data they collect about you on other sites.

4. Local storage and cache

Your browser may keep some pages and images in its cache so they open faster next time. The cache stays on your device and is never sent to us.

In local storage we keep small conveniences: the state of search filters and unfinished form drafts. This data does not leave your device and never reaches our server.

5. How to refuse

  • Change your browser settings: most browsers can block all or third-party cookies and delete those already stored.
  • Use private browsing — cookies are deleted when the window closes.
  • Install Google’s official opt-out add-on for Google Analytics.
  • Change the advertising settings in your Meta account.

Refusing analytics and marketing cookies does not restrict access to the Site. Refusing technical cookies means signing in and paying will not work: the browser will be unable to confirm that you are you.

6. Changes

The list of cookies may change along with the tools we use. The current edition is always available on this page.

Payment and refunds

In force from 27.08.2026

1. Prices and currency

All prices on the Site are stated in United States dollars (USD). Hryvnia amounts are shown for reference at the National Bank of Ukraine rate on the invoice date.

The actual charge is made in US dollars. If your card is in another currency, your issuing bank will apply its own conversion rate and may charge a foreign transaction fee. That difference is outside our control and is not refundable.

2. Payment methods

Payment is made by card through the payment provider Stripe. Card details are entered on the provider’s side and never reach us: we receive only the payment confirmation, the last four digits and the card type.

Payment from your account balance is available where the balance covers the price of the service.

3. When payment takes effect

An invoice is treated as paid once the payment provider confirms the transaction. The status appears under “Payments” in your account and updates automatically.

The payment page is valid for a limited time. If you did not finish paying, return to the invoice in your account — a fresh payment link is created while the invoice itself stays the same.

4. Account balance

The balance is a prepayment against future services. Funds are credited once the payment is confirmed and drawn down when requests are paid for.

The balance is not a bank account and bears no interest. An unused balance can be refunded on written request, as described below.

5. Invoices and documents

Every payment carries an invoice with a unique number, available in your account and downloadable as a PDF.

Accounting documents for companies and sole traders are provided on separate request.

6. Withdrawal and refunds

We refund where:

  • The Provider could not supply the service for reasons unconnected with the Customer — the full amount is refunded.
  • The Customer withdrew before work began — the full amount is refunded.
  • The service was supplied only in part — the value of the undelivered part is refunded.
  • The service was supplied with defects the Provider did not remedy within a reasonable time — a full or partial refund by agreement.
  • A payment was taken in error or twice — the excess is refunded.

We do not refund where:

  • The service was supplied in full, the report was delivered, and no reasoned objection was raised within 5 calendar days.
  • The Customer decided against buying the vehicle after reading the report — that is the expected outcome of the service, not a defect in it.
  • The vehicle turned out to be in worse condition than the Customer hoped: finding defects is the purpose of an inspection, not grounds for a refund.
  • The seller changed the price, withdrew the vehicle or refused to sell after the inspection.

7. How refunds are made

A refund request goes to hello@allreports.ua, quoting the invoice number, the amount and the grounds. We consider it within 10 business days and tell you the outcome.

Funds are returned by the same method and to the same card used for payment. Refunds to a different card or account are not possible — a payment-system requirement designed to prevent fraud.

How quickly the money appears depends on your issuing bank and usually takes between 5 and 30 banking days from the date we execute the refund.

Refunds may be full or partial. Partial refunds accumulate: once the total refunded reaches the invoice amount, the invoice is marked “Refunded”.

8. Disputed charges

If you do not recognise a charge, contact us first: most cases turn out to be the payment provider’s name appearing on the statement rather than ours.

Going straight to your bank to reverse the transaction (a chargeback) without contacting us first extends the process by up to 90 days and may lead to your account being suspended until the matter is settled.
